Why Affordable Italian Homes Rarely Come With a Pool
Many foreigners browsing Italian property listings are surprised to see that even homes with plenty of land often lack a swimming pool. In reality, pools in Italy are far less common than you might expect—especially in affordable listings. Here’s why.
Permitting Challenges
Installing a pool in Italy requires a building permit (permesso di costruire) from the local comune. Approval isn’t automatic. Some municipalities, especially in historic centers or environmentally protected zones, simply won’t issue permits for new pools at all. Each comune has its own rules, so what’s allowed in one village may be impossible in another.
Taxes and Luxury Classification
Adding a pool, even above ground, changes the property’s cadastral record (Catasto) if it’s over 80 sq meters. This not only raises IMU (property tax) but may also reclassify the home into the “luxury” category (abitazione di lusso). Luxury homes face higher purchase taxes, higher ongoing ownership costs, and can even lose eligibility for certain tax incentives. For sellers, that makes a pool less attractive unless they’re already marketing to the luxury buyer.
Environmental and Practical Factors
Pools can be difficult to justify in regions with summer water shortages or strict environmental controls. Maintenance is another issue: for many modest homeowners, the cost and hassle of running a pool outweigh the benefits.

If a pool is high on your wish list, expect to pay a premium or budget for the permitting and tax consequences of adding one. In many affordable Italian homes, the dream pool isn’t included—but the countryside, vineyards, and nearby beaches often provide plenty of natural alternatives.
